I raised a freedom of information request to examine the pre-application advice.
The conclusion:
This proposal is contrary to the NPPF and the Local Plan, therefore, the proposed development cannot be supported based on the above comments.
Summary:
*Principle concern relates to the landscape sensitivity and the impact on the AONB
*Outside settlement limits, not allocated (rejected draft Local Plan site)un-sustainable.
*Highway impact unresolved.
In the body of the response it says:
Furthermore, the 2019 Strategic Assessment of Land Availability (SALA) identifies the site as CAM028 (Land east of Tait’s Hill Road) and was rejected for housing due to the high impact on landscape, key extract: “The site is not suitable for development because of the likely high landscape impact; housing development would significantly extend the main settlement westwards, but would feel divorced from it due to the steep valley slopes, and would be further detrimental to the function of the area as a green/ wildlife corridor. Employment development would appear incongruous and prominent and would be isolated from the main commercial areas. There are therefore potential impacts preventing sustainable development in this location.”
Note the statement about the pre application on their website… I wonder why they have not told the whole story?
The advice received from the council highlighted further work that
was required for a full or outline planning application, such as
further grassland surveys. The response also highlighted other
information that would be required, including a flood risk
assessment and drainage strategy, and an assessment of the
impact of the proposals on the historic environment.
The advice also set out the need to assess the potential impact on
the landscape, particularly as the site is located in the setting of the
Cotswolds National Landscape.
Some additional notes from me:
This pre application advice is not published but is not de facto confidential and applicants are told that.
The applicant may request confidentiality but that will only be considered not granted. No request was made.
Whilst this does not kill it it is very important.
Remember the NPPF has changed though I do not believe it would alter these statements but that would have to be tested.
Equally depending upon the local plan examination outcome, the need for SDC to build even more houses than are in that plan etc this will not easily go away.
I am assuming most if not all on here do not support this proposed development but maybe some do support?
